Gets stuck at motherboard loading screen + all sorts of probs

Hello, when I restart computer, it stops at cpu or bios or cmos stuff, I am not a techie so dont understand what is wrong....If if push esc and f1 it starts what is wrong. Its a Velocity computer, I though very good
