Getting 9-40fps in games but sometimes 50-100fps randomly

I recently upgraded my GPU to a GTX 970. I also upgraded my PSU to a Corsair CX750 plus a fancy new case. In the past month and a half since all of this, I have been getting absolutely garbage FPS in games as simple as CS:GO and others like Fortnite. I've been playing my Nintendo switch alot more lately because of this, I just can't enjoy games right now on my PC. I have a good feeling that it has to do with my processor possibly bottle-necking my GPU. My question is how can I fix and or improve my frame rate in these games, especially Fortnite so I can enjoy it with friends and why is it happening when I thought I was upgrading?

My Specs:

GPU: Nvidia Geforce GTX 970

CPU: Intel Core i5-2500 CPU @ 3.30GHz

8GB Installed Ram

PSU: Corsair CX750

That would be times when your CPU has enough overhead to increase your frame rate. It sounds like the CPU is getting hogged by windows. That's why I recommend 6 core CPU for gaming, and 4 cores would be the minimum. I would see if you can't close out some applications/reduce startup applications. Go into task manager and look at your startup programs and find ones you don't need.
The games you have listed tend to be more oriented towards the CPU. However, that CPU should be able to handle those games. It sounds like you may have some thermal issues. Check your temperatures with RealTemp or Intel XTU and report back with the temperatures in Celsius. Thank you.

I got some help from a friend who offered real temp too and it helped alot! We found that my CPU was reading high temperatures around 85 Celcius constantly whether gaming or sometimes idle.When playing fortnite with my bud, it didn't dip or raise, just stayed at the 85 Celcius area. Some of my friends told me that it was definitely something to do with getting bottlenecked by my Graphics card cuz I know I have a rather old CPU compared to my GPU. Don't worry, I just ordered a great new motherboard and a real nice CPU (i5 9600K) with a 16 GB stick so the problem should be gone in just a few days once they get delivered. My only real question now is why exzactly was the power difference between my GPU and CPU causing me to go to tremendously low, constant jumping and giving me loads of freeze frames and choppiness but then out of the blue sometime doing much, much less of all that but having high FPS now going from 70-110 out of the blue sometime?

I have a 1080p 75Hz monitor too but yeah don't worry I got that stuff, I just am for curiosity sake wondering what was up with the out of nowhere jumps in frames sometimes if you might have any guesses on that.
