Getting artifacts only at 1920x1080

I just upgraded to Windows 10 recently and I started getting artifacts in games. I didn't have this problem at all in Windows 7 so I reverted back to 7 to confirm and there were no artifacts at all, everything runs fine. I upgraded to Win10 again and the artifacts came back. I used DDU and installed "Crimson Edition 16.3.1 Hotfix" that I downloaded from their website. That didn't work so I reset my computer (which made me stuck with Win10) and used DDU again to make sure there was nothing on there, and reinstalled 16.3.1. Still having artifacts in 1080p, but in any other resolution the game runs perfectly. My temps are fine and usually range between 38c-50c.

Has anyone had a similar issue or know of a current problem with the 390? Also SOME games work fine with max settings/resolution.
Games that I have tried and work: Street Fighter 5, CS:GO, and Portal 2
Games that I have tried and work but NOT in 1080p: Rocket League, The Forest, The Mean Greens
Program that crashes: Unigine Benchmark

Those dots blink very fast all over the screen.

Specs:
i7 4790k
16g ram
z97mx-gaming 5 motherboard
r9 390
cx750 psu

dual monitor setup with Acer S271HL as my main monitor and a hdmi TV which comes up as Generic PnP Monitor.

100% driver related their no problems with windows 7 so their nothing wrong with the card.
7 and 10 are different operating systems same as you cant use a windows 7 driver for you widget (fictional device) when running windows 10.


That's what I was thinking. How could I run The Forest and Unigine in max settings perfectly fine in W7 and ONLY have problems in W10? I also just got a special_pool_detected_memory_corruption BSOD, which I think is a driver problem.

I really appreciate the help, but it did end up being some sort of incompatibility with Win10


You're right, my card works fine. I completely wiped my SSD, brought it back to factory default, and installed a fresh iso of Win 7 Professional. I honestly think it was a problem with Win10 and I won't be touching it for a long time, at least with this computer.
