I have an issue that fixes itself but I worry my be a sign of a bigger issue. So when I unplug my computer (turning off the power supply, removing the power cord and hdmi cord) then plug everything back in and then power it up again ,the first time I boot it I get a black screen and cursor. But when I reset it after the first time, it boots up normally,And doesn't do it again until I uplug it again. Any idea what happening?

What fast startup does is, instead of powering down PC when you turn it off, Windows uses a hybred hibernate mode to put PC to sleep. with fast startup on, the only time PC is actually off is during a restart.

Windows loads a copy of all running drivers into ram + a copy of the windows kernel so when you turn it on again, half the info already loaded and it speeds up boot on a PC with a hdd. It doesn't help that much if you have an ssd as they so fast already.

Turning fast startup off actually results in PC being off when you turn it off.

Now the reason for the black screen is likely caused by corruption because you unplugged PC while it was technically still on.

Windows 10 needs to be better than it is, if they going to implement...

Windows 10 needs to be better than it is, if they going to implement Fast Startup on every PC, it needs to be able to recover from PC being unplugged while its on.

If you have an ssd, turn it off. If you going to unplug PC, turn it off. I leave it off on my PC as if I get a thunderstorm, I want to unplug PC and not worry whether it will startup next time.
