Question Getting BSOD and can't install Windows on new m.2

Hi, recently my system has out of nowhere been blue screening and I couldn't even boot into windows on my old drive. It kept going into a repair loop and I couldn't get out of it. I just got a new m.2 for my main drive to install Windows but I can't even do that because my system keeps giving me blue screens when I try to install Windows on my new drive. Any help would be very appreciated. Thank you!

To start, give us a full list of the parts in this system.
Second, what was the last thing you did before it started with the blue screen?

Intel I9-9900k cpu
Asus RTX 2070 gpu
Asus Z390-E motherboard
32 gb 3200 mhz Corsair ram (4 sticks)
A 4tb Seagate hard drive
2 m.2's(1 is 240gb kingston(my windows drive) and the other is 1tb)
Corsair H100i AOI water cooler
650 watt non-modular Corsair power supply

A new problem had came up after all that. I can't even boot into my bios! Kept giving me an error on my ram or my graphics card and both work properly. I went to get a new motherboard today and it has the same issue. It doesn't like my memory. I even tried putting different memory into it and nothing. Idk what to do at this point.

Before it happened I was just doing everything normally just playing games and using the internet. Then all the sudden I got IRQL_NOT_LESS_OR_EQUAL constantly.
