It's on Firefox. Now that you mention it let me try in Chrome.
Edit: I'm logged in with Chrome. The website works too in Chrome. This is really odd.
Edit 2: Still the same on Firefox. Odd thing is I can't even ping tomshardware dot com via a Command Prompt but Chrome loads the site.
Edit 3: Firefox ESR in Debian on a VBox works flawlessly. The Windows Firefox is still 403ing. Still can't ping via CMD. Debian Browser 'Konqueror' loads the page halfway and says "The server failed the authenticity check (us.cssrvsync.com).
The certificate has expired". I'm kind of lost now lol.
Edit 4: I deleted cookies and data a half an hour ago and the problem persisted. I refreshed right now and it works. Don't get the certificate notification in Konqueror either. Might have been a glitch somewhere on the interwebs, not sure really.
