The stutters don't last for more than one second and so far I've only noticed them while gaming, and watching youtube/twitch. I built the PC about 2-3 weeks ago.

i5-9600k
Z390 Gigabyte Aorus Pro
MSI GTX 2070 Armor
2x8gb of Vengeance RAM
650W EVGA

All temps are running great. Highest that I have seen the CPU while gaming was 45C, GPU was less than 65C. Could it be drivers? Could it be a BIOS update? Any help is greatly appreciated.

The parts you listed obviously shouldn't be prone to stutters, but the stutters could be caused to vsync maybe being turned on? Stutters occur when your fps drops below the frame cap while vsync is on. However I'm still not sure about youtube and twitch sorry. Keep in mind that if your drivers are fully updated there may be still a problem with the newest drivers and I'd then wait for me drivers to be released.

Get Latency Mon to find stuttering causing drivers when playing audio or video. It will show you who the offensive driver is and you can then replace it with either a new one or an older one
