Welcome to the forums, newcomer!

650W is the advertised wattage of the PSU, what is the make and model of the unit? How old is the PSU in your build? As for your motherboard, what BIOS version are you on at the time of writing? ASRock have a number of X570 based motherboards, which one do you have?

When you state, formatting your PC, what OS are you working with and where did you source the installer for said OS?

Sounds like fTPM stutter.

This has been addressed in the latest AGEA revision by AMD. However ASRock don't have an update to it on their website yet for your specific motherboard.

This is an image I took of the latest from your specific vendor and main board's support page.

the thing is i updated my bios today trying to fix the problem, so i dont think the problem is from the latest version of the bios
I stated in my post that the latest AGESA from AMD is not yet availiable for your motherboard, your Vendor ASRock has not published a new bios with the latest AGESA as of yet, so your latest bios is still capable of fTPM problems.

Could be the stutter bug of Ryzen that was fixed with new Agesa version found in the newest bioses.

edit: however I looked up your mainboard, it doesn’t have the bios with new agesa code. It’s agesa 1.2.0.7.

Most likely a background process that hogs up CPU / RAM / Disk usage
keep an eye on task manager and see which resource is hogged when your game got fps spike / drop

im no expert in pc parts can u explain and how to know if its?
it's hard to verify since it could be either the PSU or your electric socket is the main source
first thing first, try with changing location for different electric socket, could be different room, or different house / building
if the problem persist, it could be your PSU

what rating does your PSU have anyway?

I doubt the stuttering is of unstable voltage. I'm having the same issues this user is having with an updated AGESA that has solved the fTPM stuttering and still have the issue of stuttering.

This is the 3rd post I have seen having the same annoying issue I am having. It is very odd, and something seriously needs to be figured out. I am a bit skeptical that more posts will appear of the same alike this, me, and many others.

so i uninstalled nvidia drivers using DDU and installed the drivers using NVCleaninstall to ONLY install the display driver & PhysX & HD audio via HDMI
played few games here and there didnt notice stuttering then tried to install geforce experience today and the problem came back now i redid the same thing and im going to play for few days to check if the problem is actually from geforce experience or not

try that it might fix your problem who knows
