Getting lag spikes / micro stutters / stutters

-Temps are fine

-strange thing is that cpu usage is above gpu

-frametimes are good but they jump time to time

-Could it be the monitor ?

It's not weird for the CPU being more used than the GPU as a i5 8400 will obviously bottleneck a RTX 2080.

In my experience it is even hard to get a completely fluid experience in PC games, specially when playing online. Which games are giving you problems? For example, Forza Horizon 3 usually stutters but sometimes it seems to work fine. Battlefield 1 can sometimes show some lag that feels like stutters and anyways it isn't rare to have frame dips.

These are some frametime that i am having

The cpu usage is 60%
and the gpu usage is 20 to 30 %

csgo , fortnite they feel choppy and stuttery mostly

can this be a monitor issue or it's the cpu bottleneck? it's strange because it isn't at 100% usage the cpu it's at 60% and the gpu at 20-30%

The monitor will never limit the framerate. That usage is definitely bad. Uninstall your drivers using DDU and reinstall them.
