Question Getting lagg when playing games on HIGH fps..

Hii guys. I need some serious help here. Recently build a new gaming pc, her my specs.

AMD Ryzen 3600x
Asus Tuf x570 wifi Mb
Gskill TridentZ 32Gb 3200Mgz ram
Asus RTX 2080TI Advancved
Cooler Master masterwatt 750W bronze PSU
2Tb SSD Storage

HP Omen 27^ 165Hz / G sync monitor.
Second monitor 27^ 165Hz Free sync.

Both are 1440p

When i first build it everything was smooth, but last weeks ive been getting stuttering in games, like when i move mouse it feels so laggy and choppy.. hard to explain.. I play Apex on 150 / 230 fps on ultra.. still dont feel smooth at all! i tried v sync and limit frame in nvidia control panel, gets a bit better but still not smooth at all.. im doin my head in, so frustrating... Please some experts out there help me! i monitored gameplay with MSI afterburner, ill leave a picture with this thread.

The 2nd image shows quite a few frame time spikes, probably when the 'lag' happens. Nothing else looks unusual.

Hmm, its like when the fos goes under my monitors refresh rate its smooth but once it goes over its not playable

What happens when you only use the main monitor and leave the secondary disconnected?

Possible issue using both Gsync & Freesync perhaps?

Ive tried both for themself:/ no change:/ its so laggy, like im plaging on 50fps when on 170...

i Even nougat new power supply yesterday thought that my be Damaged, but no change:/ im so frustreted.. motherboard my be fauly?

cant remember, its mainly on Apex legenda.. i need play on double buffered instead of v-sync off.. or else its not playable.. feels sooo choppy.. i recently tried a differentgraphic card as well.. still the same
