[SOLVED] Getting less frames than expected

So I upgraded to a 2070 super gaming x from msi and its been playing good but I just wated to go and compare this to all the vid that show what frames people get with the same cpu + gpu combo. So I chose rainbow six siege as a comparison, I know its not the most graphically intense, but in the vid he got 267 min and like 290 avg. I set my setting as close to his as possible and I was getting about 250 fps but while in action it went to about 180-200fps. Still not bad but just surprise to see such a change. Other games like call of duty modern warfare play around 130-140 fps on high setting. I will test ultra setting to see if I will get the 110-120fps on ultra. Here is a UserBenchmark that I ran yesterday
UserBenchmarks: Game 115%, Desk 154%, Work 113%
My setup is
Ryzen 5 3600 stock 4.2ghz
Msi 2070 Super
Corsair vengeance pro rgb 3200mhz - 16GB
Would you say that my ram could you a upgrade to a 3466 or a 3600 mhz.
Let me know what frames you guys get with a similar setup so that maybe I can check if mine are as they should be
 
Solution
It could just be a simple difference in driver or game version. Could also be difference in cpu resources being used by other programs in the background.

cpu/gpu temp and usage during the games?
Sorry forgot to put that in. I play at 1080p. I have 2 monitors hooked up would that make a difference in anything I only play on the one. Also its connected with dp to hdmi cable because the 2070s only has 1 hdmi. My CPU temp is about 57-60 GPU is steady around 65. It also boost my clock speed to 1950mhz.

I don't know if it was just because its not as demanding of a game because after reading about what I should get I tried comparing in forza horizon 4. It said I should be getting about 129-130fps and I just set it to ultra preset and benchmarked it in game and I got a 136 fps average. I will compare cod next maybe siege wasn't "demanding" enough

and if you test with just 1 monitor ?
In siege it seemed to be the same. But like I said in forza I was getting 136 avg on ultra preset which is supposed to be like that. And then I tested cod and got like 140-150 and sometimes even higher but I'd say it averaged 145 with ray tracking off. which also seems to be normal. Also before I tested cod i did update drivers and maybe that caused it to run more smoothly. Thanks for the input I will occasionally continue to monitor them. Thanks
