Getting low fps with any settings possible and gpu usage less than 50%

I got an I3 6100 and a GTX 1050ti i have played GTA V in medium 1080p but in last few updates of graphics drivers GPU usages is low and CPU usage is 100% all the time. I tried lower graphics , but even in 720p i can't get playable FPS gpu usage less than 20% If i lower the settings

if cpu is at 100% then your cpu is bottlenecking the gpu
