Question Getting low FPS

Why I am getting low fps in dota 2 (around ~40 at ultra settings 1600x900) with my AMD A8 7600 + RX 560 while this guy has around 80-90 at ultra settings. He has the same CPU as mine but he has an RX 460 as his GPU. He also have the same settings as mine (ultra at 1600x900)

(Best looking is the ultra setting for dota 2)

full system spec? include make and model of the psu

what the cpu/gpu temp and usage during the game?
ram/hdd/sdd usage?
