Getting low-memory warning but still 1GB free :|

I have 5.7GB usable and getting low memory warning when hitting 4.7 (80%?) Is this normal? I'm using Sony Vegas and Chrome taking up most of the memory. No paging file set (haven't really come close to filling the 5.7GB, so don't think there's any need at this point), but the low memory warning keeps popping up (not virtual, true RAM warning). Any ideas?

Solution
Turn the paging file back on.
I honestly don't understand why people disable it. It doesn't make the machine faster & the wear on the hard drive is insignificant. It just makes the machine unstable and unable to deal with short spikes in RAM usage.

Also how can Chrome use 4GB+ of RAM? I run with 20+ tabs open and only use ~1GB of RAM.

I have confirmed that it's absolutely not hitting anywhere near max. I'm actually getting out of memory errors now trying to load images into paint.net as soon as it hits 4.7GB.

Is it possible the remaining 1GB is being reserved for the integrated GPU? (GMA HD). But if that's the case, why is it showing as available?
