I am getting lower fps compared to a friend who uses a 1050 Ti, even though on user-benchmark it says that my HD7970 is a lot better.
Generally in fortnite I have to run all at low settings and generally lower the 3D resolution. I can run it at high but this brings a lot of lag spikes and generally lower fps. Is it my CPU that is causing the lag spikes?
How much would it affect it if I changed my cpu to a i5-8400 which is ALOT better than the trash fx6300?

User bench is one thing. Not something that most people will rely on. It's all about numbers, which in some respects are irrelevant between different generations of GPU's, and/or manufacturer.

You'll see that the 1050ti beats the 7970 in all but one game. This is an old base system.
on your lag spikes, yes, it's most likely the CPU.
Changing CPU to the 8400 would give a performance boost for sure. As the others have pointed out you need a new mobo/ram too. With that said sticking those components in with a 7970 is a waste. It was a decent GPU in it's day, and still holds well enough, but a new system would be hobbled by it. With 3gb vram it's right on the limit at 1080p for new games. So you will always be dialing back settings to get good enough FPS.
Sell your current system as is. Maybe for 200 bucks. Put some cash to it, and get something that will serve you well.
