Getting lower fps than before

Hello, experts
I bought a new graphics card gigabyte geforce GTX 1060 6gb OC, it was running fine as expected but recently for some reason I took my GPU out of It's pcie slot and then put back in and I've also formatted my system in order to clean my hard drive but now I'm getting lower fps in same games, before doing all this I was always above 60 fps but now at time it dips below 60 sometimes it even reaches 50's and my disk usage is also at 100% while playing games (before doing all that formatting the disk usage used to be the same) So I did a disk check and even checked my HDD with different programs but it showed no errors, today I was playing battlefield 1 multiplayer and on a 64 people match my fps always dips below 60 and reaches 40's I've seen video's on youtube people with same configuration never dip below 60's even if they have lower CPU's please help!!
My pc specs :
Cpu : i5 7500
GPU : GTX 1060
Psu : Corsair 550 w
Motherboard : Asus strix b250f
Ram : 8Gb Corsair vengeance

After the fresh Windows install did you install all the necessary drivers? Motherboard chipset, GPU, etc.?

Yes I've installed all of the necessary drives and components for motherboard, GPU and everything is up to date including windows
