Getting my CPU to a cooler temp

I have been having a problem trying to et my fans to have a higher RPM. I downloaded speedfan and that client is just a mess. Can anyone help me out because i want my fans to be running at full speed at all times. I have MSI afterburner for my GPU and that is very easy to use. But speedfan is just a terrible program to navigate.

I have my CPU stock fan for my i5 3570k, system fan, and one extra fan blowing on the CPU at all times

on speedfans main page it will give you the % power just increase it to 100%

well right now the fan is at 2000 rpm and i have seen it go upto about 3000? I tried going into the bios to fix it but i couldnt find anything, i have an ASROCK b75m-gl r2.0
