Question Getting random drops that causes games to lag ?

I have recently finished building my new PC and I will get drops like View: https://imgur.com/a/StJTK4q
this while gaming. I have no idea how to fix it can someone help?

Troubleshooting: I have updated my bios and turned on and off numerous settings in the AMD software for the GPU that I can't even remember what they all were. I also adjusted performance in the tuning section of the program(min frequency and power limt%). Someone said to turn of UPLS in msi afterburner I was also recommend to turn off HPET so I did. Turned on XMP in bios as well. Turned on High performance mode in power settings

Can you please state the BIOS version for your motherboard?

What OS are you working with and where did you source the installer for said OS? When the frames begin to drop, what sort of temps do you see for the CPU and GPU?

Bios version is 1.11.AS03

Games I tested were DMC5, Nioh 2,Elden Ring, both Nier games, Shadow Warrior 2, Gunfire Reborn, RE 2 Remake, Assault Spy, Star Ocean divine Force, Yakuza: Like a Dragon, Remnant: From the Ashes, and MH:Rise. Most of these games would dip like this at some point.

I made a boot drive for windows 10 using https://www.microsoft.com/en-us/software-download/windows10

For temp as in the picture the spike happens but the temp does not really change. I am unsure about CPU temp.

I don't know if this is relevant but I do hear a buzzing noise from my pc when playing more graphically intense games.
