Getting random packet loss in multiplayer games

So basically I have been noticing very random packet loss in games like, Minecraft, Counter Strike, etc. In counter strike it seems that I am getting as much as 50-70% packet loss which is really bad and I am very annoyed by this problem, and I still can't figure out the solution other then connecting my computer directly into the modem. :( When I am using Youtube or Skype, I don't seem to notice any packet loss at all. :??:

Hardware I am using:

R7000 Netgear Router
Cisco DPC3000 Modem
Intel(R) 82579V Gigabit Ethernet Port
Wired directly to Router

Windows 7 Home Edition 64-bit
Using J:COM ISP (In japan)

I tried pinging my router, but it was fine and got less than 1 millisecond response back. All the Ethernet cables are fine.
