I'm gonna be using GTX 1060 6GB with 4gbx2 2400Mhz DDR4 RAM, this build is gonna be a gift so I can only spend maximum of 100 US$ for Processor and get the cheap motherboard.

I'm looking on YouTube comparison regarding the performance of this r3 2200g and i3-9100f and seems doesn't show much difference but I don't know since the test/benchmarks I've seen used better RAM and better Video Card.

Solution
If you are going to be using a discrete GPU, save until you can afford a Ryzen 1700, 2600 or better. You'll get far more useful life out of it than a 2200G and get to get more out of the GTX1060 more often.
He has a hard budget because it's going to be a gift...if he wanted to spend more he would.

Also get the i3,it can hang with the big boys even if it is slower it's in the same league at least ,the 2200g will be far behind.
