Getting shocked after connecting my PC to an outlet.

Hi guys! I hsve a problem about my PC, I am getting electrecuted when I touch some of my PC parts when my PC is connected to an outlet. First of all I went to a on a 5 day vacation and left my PC, my PC is perfectly fine before I left. After I came hone yesterday I powered my PC and it was fine and working. But now after I woke up, I powered my PC and no display is showing up. So I thought it was that problem where I need to reset my CMOS and BIOS(I encountered this problem I think atleast two times and that's what I do, seems to work) but now after I remove the RAM to check for beeps, my PC wont power on, though there is light in the motherboard indicating that it is connectet to a outlet. Then I touched the back od my powersupply and got shocked mildly, then I remove the cord that connects to the PSU and it is gone. I connected it again and there it was, the static. But this time not only for the powersupply, but also in the edge of my harddrive. I am getting statics. What do I need to do? First time I encountered this problem.

edit:
I touched the outlet where it was connected and there is aldo deem a ground there. Could that be the culprit? Also will I damage my pc parts?
 
Solution
Go plug it in somewhere else in the house. Chances are that outlet is not being properly grounded.
If it does it elsewhere it could be the entire house not being grounded, or the PSU shorting.
