Getting stutters and freezes in a game, why?

So in my favourite game, Rust, I keep getting stuttering and freezes every once in a while, but I'm not sure why. Otherwise from the freezes, I usually average around 85-105 fps.

GPU: MSI GTX 1050 Ti
CPU: Intel Pentium G3258 @4.3GHz (overclocked)
Motherboard: MSI Z97 PC MATE
RAM: HyperX Savage DDR3 1600 C9 (2x4GB)
HDD: WD Green 1TB (2010)

Could it be because I only have 8GB of RAM? The lack of an SSD? Bad CPU? What should I ideally upgrade next?

both the 8gb and the CPU are your performance. mostly the CPU as that isn't really a gaming CPU it's really holding you back.
