Question Getting "The advanced page cannot be opened because of following error: The server is not operational" ?

I get this error when trying to make the user a member of the admin group:
" The advanced page cannot be opened because of following error: The server is not operational "

This error only happens in Windows 10 and Windows 7 does not have this problem. Windows 10 joins Active Directory Windows Server 2019 and there is no DNS problem. No antivirus is installed on both sides. The network connection between the clients and the server is fully established. This error only occurs on Windows 10. Where is the problem? please guide me.

I am trying to use a local Users and Groups to join a local user to local administrator group. When Im in the
properties box with all the users eg
Administrators

I try to add a administrator group. But I get the following message

Select users or groups
The advanced page cannot be opened because of the following error: The
server is not operational

I try to go to advanced and find all the users but it only finds the
users on the local machine. When I select where to find the users it
only shows the local computer. Nothing else.
 
Are you trying to add them as an admin locally to the computer or as an admin to the network?
If locally to the computer then you're in the right place but if you are trying to add them as an admin for your network you would do it through Active Directory Users and Computers.

You can use the local Users and Groups add-in for MMC but it is mainly for local computer setup, you can choose the option for remote computer but would need to specify the necessary information to allow it to access said computer.

EDIT #1:
If you're trying to give someone admin access or change their group association, that is going to be best done on the domain controller.

The client system (with Windows 10 operating system) has joined the domain. I want to make the domain user a member of the local admin group, and I get this error. This problem does not exist in Windows 7. But in Windows 10 with any version, this error appears. I have done all the network tests to find the problem and I did not find any network problem. All necessary ports like 53, 389, 88, 135, 139 and 445 are open. what is the reason? I have not encountered this problem so far and I want to know the reason.
 
I want to make the domain user with the minimum access level a member of the local admin group on some PCs, and I get this error. In systems that have Windows 7 in the same network with the same conditions, I do this without any problems. But in systems with Windows 10 operating system, an error message appears with any version. There is no hardware firewall in the network. Also, the firewall of the operating system on both sides is also turned off.
 
The error you're getting is from trying to add someone to the Administrators group that is trying to look at a server that isn't there. Make sure that you have chosen the Administrator group for the local computer and not your network.
 
Unfortunately, I don't get to the user selection stage at all. After selecting Local Users and Groups, I select the Administrator group from the sub-section of groups, and then by pressing the add button, a window will open, where the mentioned message will be displayed by pressing the advanced button. What should be done now?
