Getting wifi with no internet abroad? Is there a device that does this?

Hi my boyfriend is going abroad to a small village for seven months. He has been told that wifi will be minimal and sketchy when there is any at all. I was thinking about getting him a router or something for Christmas that he can take with him to get better wifi? How does that work? Does he need to already have an internet connection or is there some sort of device that can give him wifi even if there isn't internet available. Thanks!
 
Unless one of the locals can describe what causes them to sometimes get internet there isn't much you can do. It may be the case that WIFI signals are always available but there is no internet infrastructure for them to connect to. If that is the case then there is nothing you can do to help.
