Ghost Recon Wildlands Framerate locked at 30 fps and gpu at 30%

i5 7600K - 4.5Ghz
Strix gtx1070 oc edition
16 gb ddr4 ram - 3000 mhz
asus prime z270-a mobo

Hi, ive been playing wildlands for a couple weeks now and the game has been working fine, getting around 80-120 frames on ultra. recently i loaded up and now im getting 30 fps whether im on ultra or very low. Drivers are up to date as well and i have tried using the optimized settings on their ge force experience software. I also reinstalled the game to my ssd just to see if that helped at all and still the same result.

Vsync is off
Framerate lock is also off

This is the only game that is giving issues like this and i cant for the life of me figure out why.

i ran a benchmark and ive noticed my gpu is only working 30% now on the game when before when i first started playing it was somewhere in the 80s/90 percentile.

Hopefully someone can help me out with this Id greatly appreciate it. Thought it was a hardware issue but every one of my other games are working fine.

if other games are working fine then its the game itself.a few other people also have complain about this issue,btw did u install any recent windows update btw?

I have it on auto update so yes it would have the most recent one. Could this be the issue?

i read a few articles few weeks ago that a recent windows update cause issue with most nvidia user.i suggest using DDU to wipe your drive and reinstalling it after that
