Ghost Recon Wildlands very low fps

I recently purchased gr wildlands and despite my good system I can't seem to get above around 50 fps with medium settings. I can run most games at ultra settings and get well over 100 fps no problem. In wildlands I can't seem to get above 60 even at the lowest settings.
System specs:
CPU: i7-4790 @4.0ghz
GPU: 2x crossfired asus rx-480s
RAM: 16gb Hynix ddr3 @1600mhz
SSD: Samsung 850 evo 250gb

Could just be the game in general running like crap . Tried reinstalling?
