Ghz Speed Max?

Im not sure if this is the right section to ask this, but i was recently on task manager looking at my processor speed for my hp pavillion windows 8 laptop with an i5 3317U CPU and i noticed that it said the cpu max speed is 1.7 Ghz but it said the current processor speed was around 2.30 Ghz. Why is that? I know the cpu in an hp laptop cant be overclocked, so is tsk mngr wrong or something?

also, i was not doing anything or running anything other than chrome at the time of this screen shot.

It's called turbo boost. When it's doing computations it will give it a little boost to compute faster.
