Gigabyte 1070 Fan Issues

So I have a Gigabyte G1 1070 and my fans are really really weird. Sometimes they work perfectly fine no issues at all and I can adjust fans freely, but most of the time they are completely unresponsive. Any software I use to try to force the fans on doesn't work, and adjusting the fan curve doesn't either. I know that the card is supposed to stay silent up to 50-60 C, but even if it's at 80 it won't turn on while it's malfunctioning. I'm pretty sure it's just a hardware issue with the fans because the card works perfectly aside from that, but I'm not really sure. People have suggested checking the fan pins, but if I open the card to check it voids the warranty so I'm not going to. i'm just really confused by the fact that the fans work perfectly sometimes. Why would they work sometimes and be completely unresponsive at other times? Any help would be much appreciated.

what software did you use to tweak the fan speed? might as well directly contact with gigabyte. might be BIOS issue.
