Gigabyte Aorus B360 MoBo not booting to BIOS, 5 beeps on startup

First time building a custom PC and having trouble getting to the BIOS stage. Upon switching on the PC, all fans (CPU, GPU and 2 case fans) are running, but I get 5 beeps and a red VGA LED turns on, with no output to the HDMI monitor. I have had 0 success getting any output from the monitor.

Here are my specs:

CPU: Intel - Core i5-8600 3.1GHz 6-Core Processor (note: came with thermal paste pre-applied)
Motherboard: Gigabyte - B360 AORUS GAMING 3 ATX LGA1151 Motherboard
Memory: Team - Vulcan 16GB (2 x 8GB) DDR4-2400 Memory
Video Card: Zotac - GeForce GTX 1060 3GB 3GB AMP! Edition Video Card
Case: Deepcool - TESSERACT SW ATX Mid Tower Case
Power Supply: EVGA - SuperNOVA GQ 650W 80+ Gold Certified Fully-Modular ATX Power Supply

(I figure the HDD and Optical Disk specs are irrelevant since unplugging them had no effect)

According the PC Part picker website, there are no design incompatibilities. CPU also shows up on compatible list in the MoBo's official site.

Things I have tried:
1. Removing the GPU, has no effect.
2. Testing each RAM card in each slot individually. When I have no RAM slotted in, I get an endless loop of long beeps -> reboot -> long beeps -> reboot -> ...
3. Reseating wires (also I have no bent pins to my knowledge)
4. Resetting the CMOS with a metal screwdriver. Causes the system to reboot a couple of times then back to the 5 beeps.

Note: In terms of motherboard headers, I have an irregular design match up where there is one slot for a header which I can't install on the motherboard. I read somewhere on the forum that someone had the same concern as me but they were told it should not be problematic. There are no extra headers installed which do not align with holes on the motherboard.

Any help with this issue would be great.
