Question Gigabyte Aourus 16X & Memory Usage

Hello everyone. I recently purchased the Aourus 16X by Gigabyte. I haven't done anything with the laptop except downloading google chrome. But haven't had time for anything tbh. However I was checking the task manager it says Memory usage 21% is that normal? Bear in mind the laptop has 32gb of ram. Please any help is appreciated

Yes. Normal.
Free ram is being used for file system caching, to speed up file system operations.
Unused ram = wasted ram.

If some process requires extra ram and there's no free ram available,
then ram used for file system caching gets released to the process.
