I want to know if I can download gigabyte app center from either this site "http://www.gigabyte.us/FileUpload/US/Microsite/369/images/app-center.html" or should i download it from the motherboard's utilities page

What prevents you from downloading the app from Gigabyte site?
But, what you will do after that, is entirely up to you. Obviously, it might not work on non-Gigabyte motherboard, if that's your question.
