Gigabyte B250M-DS3H won't boot

I just finished my first PC build today, but it will not boot. The motherboard'light turns orange, and then the fan and CPU fan start going. After about 2 seconds, the fan light and motherboard light flash. It will not turn any different colour than orange. As far as I know, all of the components are plugged in. Before I had the RAM plugged in it was making 5 beeps and restarting. Possibly a power supply issue? I have a lot of similar looking and unlabelled spare cables on my EVGA 500W, as well as. PCl-E cable but I do not see where I am supposed to plug it in.
 
Going to order a GPU after it actually boots, iGPU until then. I also have empty connectors labeled COM, F_PANEL, TPM, and LPT. Haven't put HDD in yet, I don't think I would need it to boot. I don't even get a monitor signal or a beep.
 
Tried unplugging and plugging a few things back in, now I get a single beep and it doesn't look like it is acting weird. The orange light color does not change, not
sure if it's supposed to or not. I can't hook it up to my television to see if it works yet because it says "Invalid format", but is this a good sign?
