Question Gigabyte B365 D3H issue

Hello I have a B365 D3H motherboard and I have been ignoring an issue but now it's annoying because my mechanical hard drives are noisy.

The motherboard does not turn off. If I plug the cable without pressing the power button it stays off but the moment I press it it turns on and does not turn off, a shut down in any operating system shuts it off but 5 seconds later the computer turns back on. Same happens if I shut down in an environment where no system is loaded, for example the bios. It just comes back on 5 seconds later.
It wasn't annoying before but now it is because of the noise of my mechanical hard drives.

My computer specs are as follow:

PSU: Kolink Core 600W
GPU: Sapphire Nitro+ RX570 OC 4GB
Motherboard: Gigabyte B365 D3H
CPU: I5 9400F
SSD: TeamGroup M.2 2280 SATA SSD 256GB
RAM: HyperX Fury 16GB 1x16GB 2666MHz
Case: Nox Hummer Sparkle

Check BIOS settings for a feature that sounds like "What happens when power is restored". Should be in the manual.
