Question Gigabyte b450m DS3H no power. Ryzen 7 2700x

Long story. But I have bought used Ryzen 7 2700x and AM4 motherboard, msi a320m-a pro from ebay and 1 used 8 Gb 2666mhz corsair vengeance too. Upgrading from an older system, I set everything up and turned the power on and... No signs of life no lights or anything, looked online and came the the conclusion that the motherboard is most likely dead.

I refunded the motherboard and bought a new one from amazon Gigabyte b450m DS3H completely new not used. Set everything up. No signs of life again. None at all. I hooked motherboard and stuff to a different power supply from a friend, took out the ram, gpu and took out the cpu too and no luck. Not sure if I'm, extremely unlucky or what it could be.
I'm hoping that some may know what's going on.

check for bend pin on the cpu?

No bent pins. Just some non conductive thermal paste on the bottom of the cpu that I'm too scared of scraping off because of the pins.
