I've finished my PC build but ran into problems trying to boot it from POST for the first time, pressing the delete key on my keyboard didn't seem to do anything. I've since taken all the components out of the case and have them connected while lying out. I switched from wireless to wired keyboard, thinking this may have been the issue (that the wireless keyboard wasn't able to submit the 'delete' key command because the computer lacked needed drivers) but the switch did not resolve the issue. The wired keyboard has a light-up display to show things like caps-lock and num-lock, and I've observed some weird behavior with the keyboard when I start the computer. All fans spin and the mobo lights up as you would expect. A couple of seconds after the starting, lights will come up on the keyboard, which to me indicates that it's connected to the PC. Additionally, the keyboard lights toggle when pressing the caps lock key as you'd expect, however, this only happens for a couple seconds, after the keyboard stays lit up, but pressing caps/num lock has no effect. At this stage, if the keyboard is unplugged the lights go off, and they do not go back on if plugged back into the USB port.
I take this to mean that after a very brief window of connecting, the keyboard can no longer register key presses, or is disconnected entirely. I've tried to press the delete key to boot the bios during this short window, but it again yields no results.
In my current set up both RAM sticks are in, the mobo and graphics card are being powered by the PSU, and an HDMI cable is running from the graphics card to my monitor. This keyboard behavior appears to occur in all USB 2.0 ports on the board. Additionally, there is no case speaker on the mobo so I cannot tell if the computer is actually POSTing. (I have also tried to reset the bios by removing the battery for 5 minutes but it did not change the behavior)
I genuinely am at a loss, I have no clue what would cause this sort of behavior, does anyone have any ideas what is happening, or how to fix it?

Corsair - Vengeance LPX 16gb memory
PowerColor - Radeon RX 580
Corsair - CXM 650 power supply
