GIGABYTE B85-HD3 boot loop every few seconds

Just built !y new PC, an i5 4460, 2x 960 4gbs and 16gb of hyperx fury. I can't get it to boot, no matter what's plugged in.I assume its the motherboard as everything is unplugged apart from that and the PSU RM 1000 FROM CORSAIR just ticks and turns off, then then reboots and does the same thing over and over.

I really need help with this..

I believe its a gigabyte thing to have a repeated boot as to check the components

heres something
Some Intel B85 chipset motherboards may need a BIOS update prior to using Haswell Refresh CPUs.
try plugging in a case speaker and see if it is posting or any beeps come out. or the bios may be of a earlier version that does not fully support haswell refresh CPu

I did all tests possible, with or without CPU and the auto reboot carried on..
I have a replacement coming tomorrow.
