GIGABYTE board in prebuilt system, won't stay off

Just installed a GIGABYTE 78LMT-S2P in an HP p6310f (not sure about the PC model, but that's close) and now I cannot get the PC to stay turned off, and the CPU fan is always running at max speed. Those are the only two tangible problems as far as I can tell. Immediately when plugged in, the PC boots itself up, and when shut down, turns on about 2 seconds later.

check that the power and reset buttons are not broken and are on the right mb header. try clearing the mb cmos wit hthe power off to rule out a bios bug. make sure mb has the newest bios on it.

That sounds like it could be the problem, considering I don't know how to do that.
