Gigabyte EP45-UD3LR won't boot

Hello, this is my very first computer build. I have every part necessary except for the hard drive and CD Rom drive which are coming sometime later today. Out of pure curiosity I tried to turn it on, and nothing happened. I rechecked everything, held the button down as I unplugged an replugged in the power cable. Will the motherboard not boot if nothing is plugged into the IDE cable because that's what it sounds like is happening right now. I've taken the motherboard out a countless number of times due to the fact that I didn't screw on exactly every screw that it came with, and then placing the motherboard on the antistatic plastic it came with. All of the wiring has been triple checked to make sure everything is plugged in. Here are the specs

No, it'll start up without any drives. You've got some type of issue. Most likely are improper installation (for example, you need to screw in the *correct* screws only, which is likely fewer than the number supplied with the case, and make sure to install only the correct brass standoffs) leading to a short of some sort, a non-up-to-date BIOS that doesn't support your CPU (unlikely in this case), or the OCZ RAM. Most OCZ RAM is factory-overclocked and sometimes (often?) doesn't work at standard DDR2 voltages. Try installing only a single DIMM; if that allows you to get into the BIOS, you can then set the BIOS DIMM/RAM voltage to the value printed on the side of the DIMM.
 
When you say "nothing happened", do you mean absolutely nothing, no fan, no LED, nada, zip?
If so, check to make sure that your power on button is wired correctly to the pins labeled "Power Switch" two wires going to two pins.

I have a Gigabyte MB also and those connections are under a heading of "F_Panel (Front Panel Header)" in the manual

Other wise check your Power Supply.

I had a similar problem: nothing happened when I pushed the power button, I did have the hard drive and CD-rom plugged in.

I switched the orientation on the Power SW switch and it worked fine. I thought, and still think, the white wire is suppossedto be negative but apparently either the motherboard was marked incorrectly or the Rosewill case wire was. Hope this helps.
 
Something else 'inadvertently fixed' had to be wrong - there is no polarity to a power switch. Although the manuals do show a "PW+" and "PW-" nomenclature:

the switch is just a momentary contact SPST, like this:

and the function, when doing 'out-of-case' testing, can just as easily be performed by a screwdriver blade...
