Gigabyte G1 Gaming GTX 970, noisy even when at lowest % speed

I got a Gigabyte G1 Gaming GPU recently. It's fantastic, but its a little noisy even when the system is idle. The fan is running at 1600+ rpm, at 34%, which is the min range that msi afterburner allows me to go. Is there any way for the fan speed to be made lower?

Yes that is the minimum the fan speed would go. But if you notice, the rpm will begin to stop decreasing at around 50%.
It's not noisy but it's audible.
You can mod the BIOS on your gpu to lower the fan speed.
