Gigabyte GA-78LMT-USB3 Motherboard Not booting Up

Alrighty, so, here's my situation. I first started getting an INACCESSIBLE_BOOT_DEVICE blue screen error, after trying to plug in my DVD drive. I unplugged it, and got the same error code. Decided to try fixing it through BIOS settings, and nothing was working. I put the BIOS back to the settings that I had it at originally, and now, my computer won't even boot past the screen that displays system information first thing on startup along with the hotkeys that can be used. It's also completely unresponsive to my keyboard. Any idea what I can do to get it working again? I've looked everywhere I could possibly think of, and can't find anything that helps.
System Specs:
Motherboard: GA-78LMT-USB3
CPU: Vishera Quad Core FX-4300 (3.8GHz)
RAM: G.Skill Ripjaws X (x2 4GB sticks)
GPU: Asus Radeon 7770 (Dual fan)
PSU: Rosewill ARC-750 (750W)
HDD: 1TB WD Blue (Model: WD10EZEX)

Nope. I've tried having the hdd plugged in and unplugged. And Same with the gpu. It brings me to that screen each time. Although, I do have a USB WiFi adapter and nano mouse receiver plugged in. Could that possibly cause anything?

 


Yup, I have taken out and reseated the RAM multiple times, and in varying slots, all to no avail. As for the keyboard, yes, it's wired, and it's always been connected to USB 2.0, I've even tried spamming the hot keys from power on to see if I'd get a response, also to no avail.
 


Okay, so after doing exactly what you said, plus some messing around just to verify my results. I got the computer at least booting again!!! However, I'm now stuck at the original problem that happened before this. As it boots up windows, the flat simple logo shows up as normal (I have Windows 10), along with the loading dots. After about 45 seconds of this, give or take 15, It comes up with a blue screen, with the error code: INACCESSIBLE_BOOT_DEVICE. I'm hoping there's a way to fix this, or at least get some files transferred onto something else somehow. Any advice on that?
 



Can you reinstall Windows?
