Gigabyte GA-990FXA-UD5 Rev 3.1 not detecting USB Mouse

I'm sorry if this has been asked before, but I have a problem with this motherboard and my mouse, I am unable to use the mouse on any USB 2.0 port, it has to be on the USB 3.0 and only after I plug the mouse after every power down.

I have no Idea what is causing this, previously it used to be the Mouse and Keyboard, now it is only the mouse, I have a Razer Orbweaver that I can connect anywhere and that is detected without problems what so ever, so do all my USB devices. Only the mouse is failing on any non USB 3.0 ports and it is quite frustrating.

The mouse I am using is a Corsair Raptro M40, the Keyboard is Corsair Raptor K30.

The rest of Specs are as follow:

Motherboard: Gigabyte GA-990FXA-UD5 Rev: 3.1
CPU: AMD FX 8320 at stock speed
Cooler: Corsair H80i
RAM: HX316C10FB/8 8gb (2x4gb)
Video card: Gigabyte GeForce GTX 970 GV-N970WF3OC-4GD
HDD: A-data SP900 128gb - Primary
Seagate barracuda 1Tb - Secondary
Seagate Barracuda 16GB - ST3160215AS
PSU: Cooler Master V850 80+ Gold


I had an issue a few weeks ago in this thread(http://www.tomshardware.com/answers/id-2870043/computer-shutsdown-completely-randomly.html), but during that time I did not have a single problem with the mouse or KB.

I have no idea what could be doing this, I am going to reinstall windows 8.1 to see if it's not a problem with drivers (I have reflashed and reset the BIOS multiple times) but nothing seems to solve this.
 
Because you changed the MB, do you reinstall the win8.1 or just plug the SSD( w/ OS) into the new MB? If you just plug the SSD into the new MB, the problem maybe from the driver conflict or corrupt OS files, So you may try to run the OS repair using the installation disc, if you still have problem you are better to try reinstall the win8.1.
 
Digging the Event viewer I see two kernel-power ID 137 errors and several DeviceSetupManager errors with different "Result" but under the same container. Not sure if that could be related
 
I recently found articles about the USB 3.0 controller, etron j168 having a bunch of issues with ASrock Motherboards, it is the same controller my MB has, is there a way to disable it??? Maybe that one is the root of my problems

I have not installed the etron driver and corsair link is working fine, previously i couldn't get it to run in the backend after installing all included software.
 
Sighhhh no luck.

I kept testing by rebooting the computer, I found out that the mouse can be detected if I power down and turn off the PSU switch, flip it back then turn the computer on again, and when it is detected the mouse sometimes resets its setup (it has a DPI selector) to when you initially plug the mouse.

siiiiigh I guess I'll have to RMA the board 🙁
 
Flipped a coin and changed my Mouse, I am using a Logitech G600, works without a hitch 0 issues, on any port, I am keeping it like that 😀

Until I notice another problem then straight to DMA
