Question Gigabyte GA-B85M-D3V Plus-SI not booting with more than one stick of RAM

Hi this is my system recently purchased second-hand

CPU: Intel Core i5-4460 $190
GPU: AMD RX 480 $280
SSD: Samsung 750 EVO 250GB $129
RAM: Kingston 99U5471-012.A00LF 1x4GB
MBD: Gigabyte GA-B85M-D3V Plus-SI

It appeared to work fine at first with 2 Kingston 4GB RAM, but started crashing/blue screening after a day or so even after i updated all the drivers.
I discovered that if I removed on stick of RAM the computer would boot fine and had no problems.
But when trying to use more than one stick, regardless of which RAM port i used, and which stick of RAM, I would get continuous short beeping at power up for about 40 seconds and then the computer restarts itself and repeats this.

I even bought another 4gb RAM to test but the same problem persists. Attached is a photo of the other 2 RAM i have. The one listed above is the newest and is in my computer as a type this.

I want to figure out for sure if the MB or CPU is defective and if so, get a recommendation for a suitable, similarly priced replacement.

Memory modules sold as Singles have no guarantee to be compatible in any configuration other than as a Single module.

You may want to use a single kit of memory.

Test for defective memory with MemTest86. Any errors, return the memory under warranty for replacement.
