Gigabyte GA-F2A78M-HD2 + AMD A4 4000 Blown capacitor?

I have a Gigabyte GA-F2A78M-HD2 which when turned on spins up but gives out no display.
I took it out and checked the back and it seems like their is some black coloured gunk on the back. it scrapes of very easily and can be smudged. it does not act like a burn would however I am not too sure.

On the top view everything looks okay, no blown looking or discolour capacitors, the same sort of gunk seems to be on top of the battery but not underneath it.

I do not know what is causing this error.
 
To me it looks like someone resoldered the display output port and the residue is from the soldering flux leftover. My question is, what are the rest of the components you used to power up this system? List them like so:

Motherboard:
Ram:

Since you tried to get display from the system, how did you connect off the board(using the onboard display outputs)?
 

CPU: AMD A4 4000
Motherboard: Gigabyte GA-F2A78M-HD2
Ram: 4GB 1333MHz DDR3 (tested on my other build and is working perfectly.
SSD/HDD: 120GB SSD Boot drive, 320GB Second Drive.
GPU: Zotac GTS 450 (Tested on my other builds and working perfectly)
PSU: Corsair VS550 (tested and working)
Chassis: Corsair 750D
OS: Windows 10.
