Gigabyte GA-MA69GM-S2H qestion

Anyone who has this board:

When you start up, does the cpu-fan initially rotate, than stop, and then start in about 3-4 sec? I don't know if this is a problem, or something having to do with the board. I have switched the fan, and it does the same thing. I know it's not my PS.

Anyone with thoughts?

Power/noise saving feature in the BIOS... cant remember the exact name... but should be in power management... maybe quietfan or something...
