Question Gigabyte GA-Z77P-D3 turns on and off repeatedly ?

I bought a used Gigabyte GA-Z77P-D3 from ebay but it wont turn on properly. It just turns on and off repeatedly. Cpu is 3570k

Only cpu, ram and psu are connected but if i remove the cpu and ram, connect only psu the result is same, it turns on and off repeatedly.

Is the motherboard dead?

Make sure the power on the psu is set for you voltage/country.

Tested with 2 working psus. Cpu and ram both worked fine in my old motherboard.

No bent cpu pins

Is that how a good motherboard work without cpu and ram (on and off repeatey) ?
