Gigabyte-GA-Z97X-Gaming 5 USB 3.0 Port- Malfunction

I just recently put together my fist computer. Everything works great but I have an annoying issue. When I plug in my mouse and keyboard directly into the USB 3.0 ports on the motherboard the mouse lags. (Moves unevenly slow during games and on the desktop) I have tried moving to different 3.0 ports on he motherboard and this has not solved the problem. The weird thing is the mouse works fine when plugged into the front panel USB 3.0 ports or the 2.0 ports on the motherboard. I cannot find a USB driver on the gigabyte site and have tried using windows to search for updated drivers and it says all are up to date. The only other thing I have plugged into the computer is the keyboard wireless receiver which is plugged directly into the USB 3.0 motherboard and works perfectly. I often use this mouse with my laptop (3.0) slot and I have no problems. The mouse is a Microsoft 3500

Gigabyte GA-Z97X-Gaming 5
i5 4690K
EVGA 750W Bronze rated
8 GB Corsair Vengeance 1600 Mhz
EVGA 560 Ti
128 GB Toshiba SSD
1TB Western digital HDD
Windows 8.1

Any help would much appreciated as I have done tons of research and have not solved the issue. I am worried that the motherboard is defective.
 


I am starting to think it may be the motherboard as well. I have tried a PS-2 keyboard and mouse and have had no problems with them. I am going to try re-installing windows and drivers again to see if it fixes the issue. It did not work the first time I tried that though.
 
After completely re installing windows discovered that the PS-2 mouse also doing this. I suppose it is not limited to just the USB 3.0 port now. I have no clue what it could be now.
 
Honestly I think the motherboard itself could be faulty. It's the only think I can think of.

One other thing I can think if.. Are you using the port on the I/O on the back of the computer directly out from the board itself? if you are maybe trying using a USB port on the case itself. Maybe it's just that I/O area that has a fault?

Sorry dude, other than that I have no ideas!
