Gigabyte GTX 1070 Fans Okay?

I realize that the fans for this specific card don't turn on until necessary, but when I was gaming, MSI Afterburner measured my temps to be 90 C and the fans still weren't turning on. I don't think that seems right, but I'm not very knowledgeable. I tried turning the fans on manually as well with afterburner, but they still just remained idle. Any ideas on what the issue might be?

Are the GPU's fan pins plugged in properly? It's supposed to turn on after 60 degrees at most, you not being able to turn them on yourself indicates they are either broken or not plugged in properly.
