I have never messed around with overclocking my graphics card. What are some safe settings for overclocking GTX 950?

Honestly, OC'ing a Graphics Card is pretty hard to do "unsafely". The card will typically shut down the PC or reboot before any damage can be done.

Assuming you have decent air movement/cooling, 10-20% is average, without much fuss. You can find some excellent guides stickied on the top of this forum.
