Gigabyte GTX 950 stuck at Checking NVRAM, AMD R7 250 works fine

Hello, thanks in advance for all the help that you provide.
My issue here is this, whenever i try to install a GTX 950 OC edition on my PC, i can access the BIOS just fine, but if it try to boot to OS, it hangs up at "Checking NVRAM" and doesnt go beyond that. If i try to boot up with an AMD R7 250 OEM edition, it boots just fine and i can even play games on it (mind you old games, but still). At this point im thinking its an incompatibility with the chipset of the motherboard (specs in a moment) and i have already tried all the other possible solutions, reset CMOS, clear CMOS, remove battery, 1 ram stick at a time, no usb devices connected, etc...

System specs (very old i know):
Pendium D 945 3.4Ghz
2GB DDR2 Ram 800mhz
SSD 120 Kingston V300 (Main Drive)
2 x 1TB HDD
1 x 750GB HDD

Motherboard Asterope 3 (Thats the HP name, you might find it under RC410-M from ECS)
I Havent been able to upgrade much from this old Pc (model number was HP/Compaq SR2020 i believe) other than newer Proc (the fastest it can support), slightly more ram and the SSD.
Im planning to upgrade but budget is very, very tight, i found something at around $30 USD (core 2 duo + motherboard with Intel Q35 chipset (North Bridge:Intel® Q35 Express - South Bridge:Intel® ICH9DO), any insight if the chipset is compatible with the GTx 950 is welcome too).
Any help on the GPU hanging up is welcome, but if upgrading is the best option, so be it.

Basically, the 950 is too new to run properly on your old motherbd.

Well thats a bummer, do you think the board with the intel Q35 chipset will support the 950 ?

You might want to contact the GPU's vendor to see what they recommend.

The Q35 bd might help. IIRC, pcie v1 had a ~60w power limit and in 1.1 it went to, what is still standard today, of 75w.

Another source of issue is that the card may not work correctly in a BIOS based motherbd as new motherbds are all UEFI. The gpu vendor may have a firmware update to fix this. MSI has been know to provide one for thier cards in the past (I don't know if they still do) for example.
