The new GPU isn't recognized by the system and only the fans on the GPU start spinning without outputting signal


Specs:
Motherboard: Gigabyte GA-H61M-D2-B3
CPU: Intel i3-2100
PSU: be quiet! Pure Power L8 600W
GPU: Gigabyte 960 GV-N960OC-4GD
 
Solution
You could have a bad cable between the GPU and the monitor. Is it the same cable you used before?

Remove and reseat the GPU. Make sure the accessory power cable is firmly plugged in to the GPU. Check your UEFI and make sure it is set to read from the PCIe slot and not from the MB on-board graphics.

How are you connecting it to the monitor. HDMI can be flaky, I think. Try a different type of cable if possible, e.g. HDMI, DisplayPort, etc.
